Position Announcement: Policy Specialist

The National Sustainable Agriculture Coalition (NSAC) is an alliance of grassroots organizations that advocates for federal policy reform to advance the sustainability of agriculture, food systems, natural resources, and rural communities. NSAC is currently seeking a Policy Specialist for a portion of our conservation and environment portfolio and an additional issue portfolio to be determined. This position is located at NSAC’s DC office on Capitol Hill. The Policy Specialist, one of five Policy Specialists at NSAC, reports to NSAC’s Policy Director.

Position Description -- NSAC’s Policy Specialist will help to:

Job Description

This position is located in the United Nations Operations and Crisis Center (UNOCC) in New York, as seconded by the Office for the Coordination of Humanitarian Affairs. This role involves shift work. The UNOCC operates 24 hours a day, seven days a week. The Humanitarian Affairs Officer will participate in a 24/7 shift system, whereas he/she will be expected to work 12 hour shifts (on a rotational basis) with compensatory time off. The Humanitarian Affairs Officer reports to the Head of the Research and Liaison Unit of the UNOCC. The functional responsibility for this profile rests with OCHA. 
Responsibilities 

Within delegated authority, the Humanitarian Affairs Officer will be responsible for the following duties: 
• Monitors, analyzes and reports on humanitarian developments, disaster relief/management or emergency situations on a global basis, in support of developments pertinent to UNOCC senior clientele and with a specific focus on Special Political Missions (SPMs) and non-mission settings; identifies, collects and collates priority information requirements as reflected in a myriad of UN correspondence, including formal Code Cables, e-mail traffic and verbal communications with the field as well as via UNOCC stakeholder offices’ Reporting Focal Points (RFPs). 
• Organizes and prepares studies on humanitarian, emergency relief and related issues; organizes follow-up work, including interagency technical review meetings to support policy development work and decision-making on important issues. 
• Participates in large, complex projects, to include disaster assessment or other missions; assists in the coordination of international humanitarian/emergency assistance for complex emergency/disaster situations and in ensuring the necessary support (e.g. staff, funding, specialized equipment, supplies, etc.); drafts situation reports to the UN senior management and international community, apprising of situation to date and specifying unmet requirements of stricken countries. 
• Partners with other departments, offices, humanitarian and development agencies to plan and evaluate humanitarian and emergency assistance programmes and help ensure that latest findings, lessons learned, policy guidelines, etc. are incorporated into these activities, including gender-related considerations. 
• Establishes and maintains contacts with government officials, other UN agencies, non-governmental organizations, diplomatic missions, media, etc. 
• Undertakes and provides support to technical assistance and other field missions, e.g. participates in field trips to undertake in-depth reviews of specific country coordination mechanisms. 
• Prepares or contributes to the preparation of various written reports, documents and communications, e.g. political and operational updates substantiated by current information obtained from RFP inputs, SPM reports and/or online resources, as well as by regular communication with field Missions and other UN entities, including RC/HCs; written and/or verbal updates, UNOCC Alerts and UNOCC Alert Updates , UNOCC Crisis Reports, drafts sections of studies, background papers, policy guidelines, briefings, case studies, presentations, correspondence, etc. 
• Serves as the primary focal point on specific topics or policy-related issues; keeps abreast of latest developments, liaises with other humanitarian organizations, donors, etc., ensures appropriate monitoring and reporting mechanisms; provides information and advice on a range of related issues. 
• Reviews and provides advice on policy issues related to safeguarding humanitarian principles and ensuring the effective delivery of humanitarian assistance. 
• Organizes and participates in work groups, meetings, conferences, consultations with other agencies and partners on humanitarian and emergency relief-related matters. Provides 24/7 executive communications services – including during weekends and silent hours – between UN senior management and the field, in accordance with the UNOCC “Directive on Executive 
Communication
• Provides guidance to, and may supervise, new/junior staff. 
• Performs other duties as required. 

Qualifications

Competencies 
• Professionalism: Knowledge of a range of humanitarian assistance, emergency relief and related peacekeeping, political, development and human rights issues, including approaches and techniques to address difficult problems. Analytical capacity and in particular the ability to analyze and articulate the humanitarian dimension of issues which require a coordinated UN response. Education 
Advanced university degree (Master’s degree or equivalent) in political science, social science, public administration, international studies, economics, engineering, earth sciences or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. 
Work Experience 
A minimum of five years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area. At least three years of experience at the international level is required. Experience reporting on crisis is required. Field experience working in crisis countries during complex emergencies or natural disaster situations is desirable. Experience in the UN Common System is desirable. 
Languages 
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required; Knowledge of another UN official language is an advantage.

  • Develop state-level support to push for federal regulations on carbon emissions from the electric sector
  • Conduct legal and policy research and analysis to develop and support positions
  • Coordinate and represent NRDC in coalitions on specific issue-areas; there will be a specific focus on electric utility outreach and work with trade associations in relation to  EPA carbon standards for the electric sector; and finally a need to respond to media requests and develop advocacy material to spread NRDC’s message

The Project focuses on the Federal Energy Regulatory Commission (FERC), which is responsible for regulating wholesale electricity markets and the interstate transmission grid, among other things. The Project advocates for electric grid technical and market policies that remove barriers to the deployment of more clean energy resources. Project staff also collaborate with other NRDC staff on a many different energy and environmental issues.
Position Summary:
  • NRDC’s Sustainable FERC Project is seeking one law or other graduate school intern to work in NRDC’s Chicago or Washington, DC office
  • This internship begins in January and ends in June, and the office location will depend on where the chosen candidate attends graduate school
  • The intern will work primarily on existing Sustainable FERC Project priorities, including especially: i) removing FERC-jurisdictional barriers to increasing wind, solar, energy efficiency, demand response, and other cleaner resources on the power grid; and ii) assessing and integrating the power grid reliability and market impacts of U.S. EPA’s Clean Power Plan into NGO advocacy
  • The intern will summarize key FERC and regional transmission organization decisions, perform research and writing in support of administrative comments and issue papers, and otherwise help the Project fulfill its role as a national leader on electric grid issues. This position offers a challenging and stimulating practice, and the opportunity to be involved in natural resource matters of great importance to Oregon.  The successful applicant will be assigned to work with Oregon agencies on matters relating to the Portland Harbor Superfund Site, but may also have opportunities to work on other environmental and natural resources issues, depending on interest and experience.  We seek applicants with demonstrated knowledge and practice experience working on federal and state environmental and natural resources legal matters.  Applicants must be committed to working on matters involving federal and state cleanup laws, including CERCLA.  
We seek an attorney with a strong work ethic, a commitment to public service, excellent academic credentials, strong advocacy and analytical ability, effective communication skills (both written and verbal), client counseling skills, the ability to work on a team that include both lawyers and non-lawyers, and the ability to work collaboratively with policy makers and stakeholders.   Practice experience on environmental cleanup matters is preferred and a litigation background is desirable.

Friends of the Earth is looking for a legislative intern to support its climate and energy program. The intern will work across a wide range of issues to help the team better follow actions that Congress and the administration are taking that impact public health and the environment. This position will be part of a team of six staff and will support their efforts to fend off environmental attacks by Republican leadership. Responsibilities will include tracking votes in Congress, attending hearings, producing lobbying materials, and following news coverage of Congress. The intern will learn about legislative processes and Congressional process, as well as important environmental laws, such as the Clean Air Act and the Endangered Species Act.
Principal Duties and Responsibilities
  • Track Congressional votes that impact the environment and public health;
  • Monitor news coverage of environmental legislation;
  • Monitor Congressional hearings on topics that impact the environment and public health;
  • Draft and edit written materials including fact sheets, action alerts, letters to the editor, editorial board memos, press releases and letters to government officials;
  • Set up meetings with Congressional staff;
  • Conduct research on climate and energy issues, such as hydraulic fracturing and carbon taxes;
  • Perform other functions as needed.

Salary and Benefits
This temporary 3-month internship pays $10.50/hour, with 37.5 hour work weeks. There are no additional benefits.
