OIG exists as a statutorily created independent and objective unit within USDA, the purpose of which is to conduct audits and investigations; provide leadership and coordination to promote economy, efficiency, and effectiveness and prevent fraud in USDA's programs and operations; and keep the Secretary and the Congress informed as to deficiencies in such programs and operations. USDA's mission is to provide leadership on food, agriculture, natural resources, and related issues based on sound public policy, the best available science, and efficient management. OIG provides oversight of USDA’s programs and operations.
This position is located in the Legal Staff, Immediate Office of Inspector General (OIG), which is responsible for providing OIG management and staff with legal advice, counsel, and representation in order for OIG to to carry out its statutory responsibilities under the Inspector General Act, regarding overseeing USDA’s programs and operations. The position functions as an Attorney, rendering legal opinions and policy advice on broad criminal, civil, and administrative law issues and areas (e.g. the IG Act as amended, criminal procedure and asset forfeiture, appropriations law, federal ethics requirements) as well as assisting in representing OIG in individual cases (e.g. defensive litigation, subpoena enforcement actions, and personnel or employment litigation in various fora). The incumbent participates in developing OIG policy and procedural guidance governing a range of legal issues and practices, incorporating significant developments in law and legislation, including recent court decisions. The incumbent also provides legal analysis, advice, and counsel to OIG officials concerning sometimes complex, controversial, or sensitive problems or matters in connection with OIG operations.
