The Global Health Advocacy Incubator - Legal Director

The Global Health Advocacy Incubator (GHAI) at the Campaign for Tobacco-Free Kids draws on lessons from tobacco control and its growing experience on other public health issues to support policy change campaigns around the globe to improve health. To date, that work includes obesity prevention and cardiovascular health, road safety, drowning prevention, preventing epidemics, and vital statistics.

Position Overview

Legal and policy analysis, along with strategic litigation, play a key role in GHAI’s policy advocacy efforts. The Legal Director will oversee all GHAI legal work and supervise GHAI legal staff and consultants. The Legal Director will provide leadership, strategic planning, and technical advice for GHAI teams to support in-country advocacy campaigns and strategic litigation through: review of legal contexts for policy reform; drafting and review of pending legislation or regulations; and providing guidance for litigation that advances effective health policy reforms. This includes working with the GHAI teams to identify in-country lawyers and coordinate with local and global partners to achieve policy goals. The Legal Director will also provide guidance in developing high-quality, tailored training and technical assistance frameworks to build the capacity of lawyers on staff and at partner organizations.

A particular focus will be leading the strategic legal work on the Obesity Prevention Program (OPP), which aims to pass and implement key policies to develop healthier food environments. The OPP is currently working in six countries (Barbados, Brazil, Colombia, Jamaica, Mexico and South Africa), supporting both policy advocacy campaigns and litigation. Beginning in 2020, OPP efforts may extend to other countries on a limited basis.

This position is based in Washington, DC and is open to U.S. citizens and other applicants who already possess U.S. work authorization.
