At the full performance level, the incumbent of this position will be:

  • Conducts negotiations, evaluating requirements and developing contract terms and conditions.
  • Responsible for all pre award and post ward functions on contracts nearly all of which are complex.  Acquisitions include cost, reimbursements, cost sharing and fixed price type contracts.
  • Responsible for unique requirement which by their nature are indefinite except for general objectives and offer no clear basis or precedent for resolutions of varied problems encountered.
  • Acquisitions include competitive, sole source and unsolicited actions. 
  • Provides guidance within area of expertise.
  • Implements acquisition policies and procedures issued by various Federal organizations, as well as by the Department, Public Health Service and Agency.
  • Serves as a resource for other specialist, especially on aspects relating to policies and procedures within area expertise. 
  • May represent supervisor in meetings, in absence of supervisor.

In order to qualify for the GS 9/11/12 based on experience, applicants must meet both the Basic Requirement and Specialized Experience as stated below:

Basic Requirement for the GS 9/11/12

A.  4 year course of study leading to a bachelor’s degree with a major in any field. OR

B.  At least 24 semester hours in any combination of the following fields; accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.  OR

C.  Exception: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS 1102 positions at the grades GS 9 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at the GS 12. This includes positions at other agencies and promotions up through the GS 12.However, employees must meet specialized experience requirements when seeking another position.

MINIMUM QUALIFCATIONS

GS 9:
A. 2 full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D. in one or a combination of the following fields: accounting, business, finance, law contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR
                             
B.  One (1) year of specialized experience equivalent to the GS 7 level of experience in the Federal Service which has equipped the applicant with the specific knowledge, skill and ability to perform successfully in this position.  Specialized experience includes performing administrative functions as it relates to contracting and acquisitions. Experience identifying and establishing milestones for acquisitions, monitor program compliance, reviews draft memorandum of need, identifies areas of in scope of work requiring revision.  Experience preparing announcements, determining contents and preparing solicitation documents such as Invitation for Bids, Request for Proposals or Request for Quotations.  Experience assisting with debriefs of unsuccessful offerors as well as responding or preparing oral and written inquiries from program personnel, contractors, prospective offerors, and others regarding all aspects of the contract
 
GS 11:
A. 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree
in one or a combination of the following fields: accounting, business, finance, law contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR

B. One year of specialized experience equivalent to the GS-9 level of responsibility in Federal service that has equipped you with the specific knowledge, skills and abilities to successfully perform in this position. Specialized experience includes performing administrative functions as it relates to contracting and acquisitions. Experience establishing procurement plans, identifying and establishing milestones for acquisitions, and monitoring program compliance.  Experience preparing announcements, determining contents and preparing solicitation documents. Experience receiving and evaluating proposals in conjunction with price/cost analysts or other technical personnel and performing desk analysis of proposed costs. Experience responding to inquiries including formal protests. Experience ensuring contractor compliance with provisions and performance, timely submission of technical progress reports making period visits, detecting and correcting labor standards violations. 

GS 12:
One year of specialized experience equivalent to the GS-11 level of responsibility in Federal service that has equipped you with the specific knowledge, skills and abilities to successfully perform in this position.Specialized experience includes providing leadership and direction to a staff in the area of contracting and acquisitions.
Specialized experience includes performing administrative functions as it relates to contracting and acquisitions. Experience establishing procurement plans, identifying and establishing milestones for acquisitions, and monitoring program compliance. Experience preparing synopsis, determining contents and preparing solicitation documents. Experience preparing competitive range determinations; establish negotiation position for technical aspects and all cost issues. Experience ensuring contractor compliance with provisions and performance, timely submission of technical progress reports making period visits, detecting and correcting labor standards violations. 
 
GS 13:
Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least One (1) year of specialized experience at or equivalent to the work at the next lower grade level of GS 12 which includes providing leadership and direction to a staff in the area of contracting and acquisitions. Experience analyzing and evaluating contract matters, initiating, developing and recommending contracting policies, procedures, guidance and control of contracting activities and experience providing various support services including workforce planning and training, as well as acquisition-related IT systems. AND 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

GS 13 Exception: Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000.  This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met.  However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted as a waiver.
