The Global Tax & Customs function employs approximately 200 professionals.  The function is headquartered in Wayzata, Minnesota.  Sixty U.S. tax professionals work at the headquarter offices.  Other tax and customs professionals are located throughout the world with principal offices in Sao Paulo, Buenos Aires, Mexico City, Winnipeg, London, Amsterdam and Singapore.

The Food Ingredient Systems Platform serves food makers, foodservice companies and food retailers with a large variety of food and beverage ingredients, specialty ingredients, and food applications and services. It combines local customer knowledge with the breadth of a global organization to establish competitive advantage.

Lead cross border customs planning and risk mitigation initiatives within the FIS platform of businesses, encompassing core ingredients, specialty ingredients and ingredient systems, through close partnership with BU/Functions and Customs Regional Leads.

Lead risk management programs and optimize savings/planning opportunities across FIS BUs consistent with corporate goals and objectives.

Lead and direct FIS SAP-GTS

Principal Accountabilities:

Advisory:

40%  Lead the global customs compliance services for FIS businesses by closely partnering with BU/Functions and Customs Regional Leads to set strategy, plan for and design methods which mitigate risks associated with importing and exporting. 
  • Utilize significant and thorough customs/regulatory knowledge and customs tools to manage the delivery of globally consistent customs compliance services within the food business platform
  • Lead consistent use of customs tools across the regions (e.g. assessment tools, databases etc) 
  • Lead integration of customs services with border clearance requirements in collaboration with Customs Regional Leads
  • Consult and advise BU/Function leaders in the development of platform-focused initiatives as they relate to M&A, new trade flows, developing business opportunities to promote effective customs solutions
  • Serve as the change agent and sponsor within the platform to deliver projects savings resulting from more effective and/or efficient border processes. 

FIS Business Partnering/ Strategy:

20%  Serve as key cross border customs/regulatory point of contact for FIS BUs:
  • Direct product-specific customs compliance advisory services such as country of origin, preference program certificates or classification based on geography team input
  • Consult on projects with suppliers and/or customers to  maximize customs value/compliance content
  • Analyze the cross border impact of local country regulatory updates on designated platform trade flows based on recommendations from geography teams; recommend changes to the global supply chain as required (e.g. originating and destination documentation, country of origin marking, etc)
  • Resolve significant customs issues involving multiple geographies within platform. 

Customs Regulatory SAP-GTS Lead:

30%  Lead Global IT customs compliance integration. Serve as primary technical resource for:
  • Key support for SAP/GTS implementation and maintenance.
  • Lead BU SAP GTS implementation through the design, testing and training required for implementation.
  • Maintain scorecard to measure and communicate success of GTS.
  • Understand and implement enhancements to GTS and integrate
  • Key adviser to the Cargill Global IT team on customs compliance issues affected by GTS enhancements and changes to processes. 

10%-  Internal Strategy/ Communication:

Work closely with other Regional  Customs  Managers, relevant Tax managers and other corporate functions to support the Global Customs Manger in developing, defining and implementing global customs strategies.

  • Apply knowledge of platform trade flows and products to the resolution of issues and enable execution of initiatives such as risk assessments/audits, and broker management.
  • Support collaboration among platform personnel/leads for the benefit of legal entities containing multiple platform BUs
  • Utilize data from global customs tools to identify systematic risks within the platform and work with the Regional leads, as appropriate to proactively manage the identified risks.
  • Review the broker management reports, practices and procedures of BU across the platform to identify synergy and improve efficiency.
  • Identify training needs

Qualifications

 
 Required:
  • Bachelor's Degree required
  • Minimum 10 years professional experience in one or more of the following fields: logistics/supply chain/customs compliance/trade execution/supplier management
  • Demonstrated competence of managing/overseeing high-impact border issues requiring in-depth understanding of product-specific customs and OGA  regulations
  • Experience implementing internal controls, risk assessments and internal audits
  • Experience managing complex projects
  • Thorough and significant specific knowledge of global customs compliance border crossing regulations and practices
  • Ability to communicate effectively with management level Cargill personnel and BU partners
  • Self-motivated/ability to work independently. 
  • Travel will be required
Preferred:
  • Post graduate degree in international trade, law, or related field
  • Customhouse Brokers License (CHB)
  • Additional relevant achievements according to region, such as qualified membership of trade organizations, certifications 
  • Strongly preferred-demonstrated customs compliance experience within the food space
  • Experience with a Big 4 Accounting Firm, major law firm, or multi-national company
  • SAP/GTS or other customs system experience
  • Product knowledge specific to the platform
  • Knowledge of global customs/compliance border crossing regulations and practices specific to FIS platform products
