Iowa Department of Agriculture and Land Stewardship - Division Director

Description:

  • The Iowa Department of Agriculture is seeking to fill the position of Division Director for the Division of Food Safety and Animal Health and the Division of Consumer Protection and Industry Services.  The Division Director provides overall supervisory management of staff; determines and develops Division strategy and policy in close conjunction with the Secretary of Agriculture; performs related work, as required.
Duties include:
    • Provide overall supervisory management of the Food Safety and Animal Health Division and Consumer Protection and Industry Services Division within the Department of Agriculture and Land Stewardship. This includes the Animal Industry, Commercial Feed and Fertilizer, Dairy Products Control, Meat and Poultry Inspection, Pesticide, Laboratory, Grain Warehouse, Weights and Measures, Entomology, and Ag Diversification and Market Development bureaus. Develop and implement a long-term strategy for Division programs, processes and structure, in close conjunction with the Secretary of Agriculture. Understand and advise on all Division regulatory programs. Assure that the Department is in compliance with cooperative agreements and/or grants that the Division administers with public or private entities.
    • Collaborate with the Secretary of Agriculture, Deputy Secretary, and Division Directors on operational issues that influence the Department management/organizational structure. Serve as a key resource in evaluating and recommending solutions to administrative, financial and regulatory issues. Evaluate the effect of unforeseen developments on plans and programs and present suggested changes in program direction to the Secretary and Deputy Secretary of Agriculture. Review proposed legislation and regulations; recommend policy and administrative rule changes affecting Division programs.
    • Supervise and evaluate the work of Division management and staff. Ensure personnel practices, including hiring, firing, promotions, reclassifications, leaves of absence, work schedules and assignments, performance reviews and recognition, training, staff development and exit interviews are conducted in accordance with departmental policy, contractual language and DAS/HRE processes and rules.
    • Represent the Secretary of Agriculture and the Department at conferences and other events. Develop and foster working relationships with federal, state and local authorities to effectively communicate the Department's mission. Provide analysis of highly technical subjects and programs.
    • Provide oversight through local, state, regional and national partnerships to help respond and recover from natural and man-made emergencies. Ensure coordination of Department response efforts with other agencies and industry representatives.
