The Office of the General Counsel at the U.S. Department of Health and Human Services is seeking an Attorney Advisor to join its Legislation Division. Attorneys in this role serve as counsel to the Secretary and the Department, providing legal advice on legislative matters and supporting the development of federal health policy. The position may be based in Washington, DC; Baltimore, MD; Philadelphia, PA; Atlanta, GA; Chicago, IL; Kansas City, MO; or Denver, CO.
This role focuses on drafting legislative language, reviewing and responding to Office of Management and Budget clearance requests, and advising on the legislative process and statutory interpretation. Attorneys also represent the Department in communications with other federal agencies and, when authorized, with congressional staff. The work involves close collaboration with both political and career officials across HHS components.
Candidates must hold a J.D. and maintain active bar membership in good standing. The position is open at the GS-11 through GS-14 levels, depending on experience. Strong legal writing, analytical ability, and familiarity with the legislative process are required. Experience drafting legislative language or working with federal agency programs is preferred.
Salary: $74,678 – $163,514
